The term was popularized by President Richard Nixon in 1971 even though efforts to prohibit drug use go back another 57 years to the implementation of the Harrison Narcotics Act. The War on Drugs is a combination of legislation, police and military actions, prevention efforts, and drug policies to stem the use of drugs. The Obama administration decided to avoid the use of the term feeling it is counterproductive.
