A recent series in the Oregonian looks at state sponsored gambling and the Oregon Lottery’s aggressive marketing, and asks whether the lottery is actually encouraging problem gambling. As with the proposals for legalized marijuana, the states are vigorously looking for new or expanded revenue sources, as the recent economic conditions and federal cutbacks have greatly reduced state resources.
